Incentive for storage needs to be more than just a smattering of compensation. The cost of 
storage is widely understood to be financially prohibitive just like solar PV was 20 years ago. 
However, if significant climate change is going to be averted, policies are needed NOW to take 
full advantage of the intermittent nature of renewable resources through energy storage. Time is 
of the essence. DOER has been touting it's support for storage. Here is an opportunity to 
incentivize storage concurrently with renewable incentives within an existing incentive program 
furthering accelerated adoption. TIME IS OF THE ESSENCE.
